Business process MUST be in the format 'urn:fdc:peppol.eu:2017:poacc:billing:NN:1.0' where NN indicates the process number.
What it means
cbc:ProfileID (BT-23) must match urn:fdc:peppol.eu:2017:poacc:billing:NN:1.0, NN being the two-digit process number (01 for standard billing). Legacy BIS 2.0 profile URNs, a bare '01', or any typo make the artefacts resolve the profile as 'Unknown' and fire this rule.
How to fix it
Use urn:fdc:peppol.eu:2017:poacc:billing:01:1.0 verbatim in cbc:ProfileID (BT-23) - copy-paste it rather than rebuilding the URN by string concatenation.
