Specification identifier MUST have the value 'urn:cen.eu:en16931:2017#compliant#urn:fdc:peppol.eu:2017:poacc:billing:3.0'.
What it means
On the Peppol network the specification identifier (BT-24) must be the exact BIS Billing 3.0 value; the v3.0.20 test is a starts-with against urn:cen.eu:en16931:2017#compliant#urn:fdc:peppol.eu:2017:poacc:billing:3.0. A bare EN 16931 CustomizationID (urn:cen.eu:en16931:2017 alone), an XRechnung URN or a typo all fail.
How to fix it
Set cbc:CustomizationID (BT-24) to urn:cen.eu:en16931:2017#compliant#urn:fdc:peppol.eu:2017:poacc:billing:3.0 for every document sent through Peppol.
