No more than one note is allowed on document level, unless both the buyer and seller are German organizations.
What it means
Peppol restricts the document-level note (BT-22) to at most one occurrence, while EN 16931 allows several - multi-note ERP exports fail here. The v3.0.20 artefacts carry a single carve-out: multiple notes are tolerated when both seller and buyer are German (alignment with XRechnung usage).
How to fix it
Merge all document-level comments into a single cbc:Note element (BT-22) under the Invoice/CreditNote root, unless both parties are German organizations.
