[BR-CO-09]-The Seller VAT identifier (BT-31), the Seller tax representative VAT identifier (BT-63) and the Buyer VAT identifier (BT-48) shall have a prefix in accordance with ISO code ISO 3166-1 alpha-2 by which the country of issue may be identified. Nevertheless, Greece may use the prefix ‘EL’.

What it means

VAT identifiers (BT-31, BT-63, BT-48) must start with the two-letter country prefix of the issuing country; the validation artefacts accept the full ISO 3166-1 list plus EL (Greece) and XI (Northern Ireland). The rule fires when the national VAT number is sent bare - 12345678901 instead of FR12345678901 - because only the first two characters of cbc:CompanyID are checked against that list.

How to fix it

Prefix the value of cac:PartyTaxScheme/cbc:CompanyID (TaxScheme VAT) with the country code - FR..., DE..., EL... - for the seller (BT-31), the tax representative (BT-63) and the buyer (BT-48).
